Ty, drunk with the god like power he'd been given by whatever it given it to him, already had some artistic visions for this family. He wished he'd gotten where their relatives lived first so they get in on the fun.
They wanted to go to the zoo? Maybe already remaking them into anthromorphic statues of various animals they could be at the zoo every day for eternity.
Then something happened that threw Ty off his cloud nine. Something growled and bit him in the leg, "WHAT?!"
It was that stupid dog of theirs! Ty hadn't even thought of Buster, he had been meaningless, insignificant, less than nothing. If he'd turned the family into animals, of course he'd have gotten a laugh out of seeing Buster mount one of his owners, but that was another possibility that Ty had chosen not to explore. Now that dog was just an annoyance, and now had made the fatal error of harm Ty. Ty didn't bother to think about why the dog bite him, when none of the other customers even noticed what he had done (when his family had not noticed the body changes to Dustin, but had notice him being an elephant, and Frank being a mouse, and his foster mother being a cat.
Whatever. Ty willed Buster a pile of doggie treats Ty'd kick over, and some stray animals could eat, to satisfy the rush of anger and incredulous at the dumb animal actually hurting him. He didn't think how the customers didn't seem to notice a animal without any apparent owner biting a teenage boy. They didn't matter. They were just toys for him to amuse himself. He'd had a miserable, meaningless little life, and now he had the power of a god to do with as he pleased, picking whatever theme he wanted at the moment to keep things interesting.
Except... Buster didn't... become... anything, the animal just kept barking and snarling at Ty. And Ty felt confused and alarmed. Had his power gone away?! NO! NO! With his parents animals, would he have to get a job? Would he be taken to another foster home? Would they realize what happened?! He turned a random little girl on one of the benches into a paint and concrete 'seat buddy' characters, that McDonalds at some of their older stores had, the new shinny and polished clown figure happy sitting there still forever and thinking happy thoughts.
Relieved his powers hadn't failed him, Ty was brought crashing back to reality as Buster clawed at him, making Ty finally growl himself and kick the dog away, again willing him, this time into a metal statue, and again nothing. It was like Buster KNEW what had happened...
Then it dawned on Ty... he hadn't used his powers on his family once after he changed them into animals... and he'd only used them on people before now... did it... did it mean.
Ty's power did not work on animals.
