Alas for the dragons Magic wasn't simply some sort of mystical energy, it was something sentient. And while it couldn't agree more with the two dragons, it also remembered that God himself had greatly diminished its power. Worst, the continued existence of Magic was only granted under the promise of changing every were-being into civilized beings.
So Magic used her powers to prevent the virus from truly contaminating Moon Lake's water supply, which wasn't easy with how much god hat diminished its powers, and started altering this new virus into something that would give a lesson to those stupid fire-breathing beasts. It took a bit longer than Magic would have wished, long enough for the dragons to notice that something was off, but thankfully not enough for them to start wondering the reason.
Only once it had finished to tinker the virus the dragons tried to release into Moon Lake's water, did Magic let go of the virus. But instead of entering the water supply, it entered the dragons' blood stream. The two dragons started to wriggle in pain before blacking out.

When the dragons woke up, they weren't dragons anymore. Instead, they had turned human! And something in the back of their mind told them that any dragon near them would also be turned into humans.
