Ordinary people without powers or magic trinkets have rights

Among different realities a bunch of people had noticed there were a lot of people who were changed without consent and often for the worse. Some tried to help those who were changed but there are rarely any large consequences. Then one day one being working for a god gathered together several people throughout the multiverse at any points in time in order to bring together some sets of laws for rules of transformation throughout the multiverse, and then set a board of rules that most people can tell.

Some of the main rules they set up were: transformations must be done with consent, the special rules and consequences of the transformation must be known to the transformee, etc. Although at the end of the day the people giving the rulings judge some things based on their own moral code. The people giving the rulings are called Tefenders... mostly because of one Tefender most other Tefenders called an idiot for making up that term, but somehow it stuck. However once the ruling was made punishment gets done by some all mighty being. Some rulings may range from imprisonment for a certain period if time, death, ironic punishments, and many more.

Now we'll go and look at a story of a Tefender, but which Tefender should we look at?
