Jo lives in the outskirts of City 13, keeping out of the government's sights. She would have left this place for good but her sister lives in this city and absolutely refuses to leave with her, or even communicate with her for that matter. Jo was convicted that Philimena was brainwashed like everyone else in this country; Jo herself was once like them, obedient and blind to the truth. Zeph had rescued her from a life of dull servitude, she had ran with him and the NRR for a few years until she had decided to leave that fight. The young girl went on her own crusade against the government and tried, hopelessly, to get her sister and leave the country, but Philimema was brainwashed and the two butted heads all the time.
When the sun was starting to set she made her move. Jo was wearing sleek futuristic running gear with a small bag strapped around her. In the bag, amongst other things, was a slick black gun that shot non-lethal bolts of electricity.
She used her parkour skills to navigate the urban environment with speed and grace, making her way to Philimena's place of work, some government building she interned at. Jo's sister was a good little citizen and usually worked late for her stuck up bosses.
Jo had successfully infiltrated the building multiple times to see her sister, though some things had changed since she hadn't been here in a while.
