When the creators of the Chronivac realized the power they held they had an important choice to make. Who would be allowed to wield it?
The Chronivac was incredibly dangerous and incredibly powerful.
Sell to everyone and anyone?
The world falls into chaos.
Only sell to the wealthy who can pay at an inflated price?
A class gap would form creating a new world dynamic they were not comfortable with.
Only sell to those who have been voted worthy?
The creators had seen the masses swayed too easily by silver tongued politicians to know that was a bad idea.
The Recipient Lottery may not be the best system for Chronivac distribution but it was the most impartial method the engineers at Transdem Labs could come up with. They send out a limited number of Chronivacs to random people across the globe and give each user a free 15 year trial, after which they are charged a high fee for a 15 year subscription. The price of reactivation triples every time to limit the number of immortal billionaires running around.
This system does not always wield the best results.
In the best case scenario, the receiver uses their new found power to improve their lives and the lives of people around them. They find high paying careers and manage to bring together enough funds to reactivate their Chronivacs a few times before deciding to pass on peacefully having lived a blessed life.
In a less desirable scenario, the receiver uses it mainly for basic self-gratification. They have a great fifteen years and when their time is up they'll be able to live the rest of their lives in any form they choose; a privilege not granted to most humans... or overindulgence has led the user to tragic self destruction. Transdem receives no commission in either case.
In the worst outcome, the receiver uses it for nefarious purposes. Transdem is willing to allow a little leeway in this instance; A bullied student, jilted lover or victim of crime getting some petty-revenge, hopefully reverting the target to default when they have received their comeuppance or found remorse. Some grey areas include an aggressive user playing nasty pranks or using their devices to commit multiple petty crimes at the expense of others. While they are not generally punished too harshly, Transdem believes it prudent to confiscate these Chronivacs if things get out of hand. However every now and then there are situations where the users abuse their Chonivacs to commits cruel or unspeakable crimes with little or no regard for human life.
You are Agent #6 a Transdem Chronivac Reclaimer. Your job is to find these people, retrieve their Chronivacs and if you feel it necessary, deal out an appropriate punishment. But the job is more difficult than it sounds. It is inadvisable to go in Chronivacs blazing. Some times there are perfectly innocent explanations for suspicious Chronivac history, sometimes the user is ready and can transform you before you get the drop on them. The most common method is to get close to the target and transform them when they least suspect it, but every agent has their own way of doing things.

A few things to note:
Multi-Chronivac Interference: If a target is already in an altered state by a Chronivac any alterations from a different Chronivac will only last 1 minute. The first Chronivac must "default" the entire target before any other Chronivacs can make permanent changes.
"Defaulting" a target does not revert natural changes: If someone is altered into a gorilla and has a finger cut off the default state may also be missing that finger, or if someone has been mentally manipulated to love an enslaver and developed their own feelings in that time, reverting them may not entirely remove their feelings.
"Reverting" a target will leave them in a constant state of alteration: While it is possible to restore someone's body, memory or personality to the way it was before alteration, this is not the "Default" state but a new altered state. Sometimes in the case of extreme emotional trauma the personality will not revert but instead merge to create a mixed or split personality.
"Mass Atleration" can change at most 12 people in one go: These changes can not be saved permanently and will revert in 1 hour. Users can have as many permanently altered targets as they like but these alterations must be applied one at a time.

Special tools at your disposal:
Chronivac 4.0: Your standard issue Chronivac, use it to subdue your targets and help victims. But remember you need to use the original Chronivacs to make any permanent changes to already altered subjects.
Chronivac Usage Database: A log of when, where and what every alteration is applied from any Chronivac. As long as an agent has Internet or satellite connection, it will be automatically updated whenever the Chronivac is used with an option for notifications.
Chronivac 5.0 Beta: You have also been asked to field test the highly experimental, volatile, single use only Chronivac 5.0 Beta. It can transform any live target into a inorganic, inanimate (yet sentient) object. The time it takes to apply a transformation is highly unpredictable and any interruptions in that time will result in failure. It can only be used once before the battery is drained so be careful. (Remember, the same rules about Multi-Chronivac Interference apply here).
