The Purifier was originally named Kevin Kornelias Korphin. A devote man who lived a normal life. He had a stable job, a stable family, and while the world was full of supers he managed to make his life relatively peaceful. Then his teen daughter got pregnant and he prayed to god wondering where he went wrong. As response a voice inside of his head said "Nothing, and I appreciate your honestly. I will grant you a power to purify those who have committed the sin of flesh. Now go and purify those most sinful of the lustful type!" to which he immediately thought it was god. As mortals don't have a direct line to most of the celestial kind no one could really prove it wasn't god, and he did get powers but that wasn't the point. The point was that his "vigilante costume" was a pure white hooded cloak, and with his initials being KKK it didn't look very well when he used his powers on minorities. That didn't mean he didn't use it on non-minorities because it was used mostly on whites, but when you look like The Purifier did the media just eats up "KKK Aborts Minority Fetus' without consent" Pretty well.
What his powers are is he touches someone whose body has gone through puberty, and it reverses the effects of puberty. Usually taking a bit of size, muscle mass, and hair growth for good measure. When it hits a pregnant woman however... Well a girl who hasn't hit puberty can't really be pregnant right? The super power ends up reverting the fetus back into a sperm and egg painlessly without complications, and there were several times the victim had thanked The Purifier as being stripped of puberty temporarily was often better than giving birth and leaving the baby for adoption, getting an actual abortion, etc. But rarely was that ever brought up, and for sure the only pregnant ladies he ever left alone were those who were married. Another thing rarely brought up was that the puberty was in fact Temporary. He was at large for over a year and during that time the initial victims had noticed their periods coming back along with their boobs growing again. However few media outlets really cared about that fact either.
He was a relatively low rated Super Villain, Mostly because he was a guy who just took something away from others. The biggest word being Guy instead of Super Athlete or something. Through his actions he's ended up getting in shape and is a bit better than the average man, and since he drains people of puberty in a physical fight it's closer to a man fighting a strong pre-teen. So any Super worth their salt should be able to catch him... it's just any Super worth their salt had bigger baddies to deal with so usually The Purifier got away so he could revert strippers and prostitutes another day.
