In the official Maho Shojo Education Training Regiment handbook, it's customary to allow for trainees to form their own student council. At most participating schools, an elected student government is already in place, but there is no such body exists for Stonewood Dormitory alone. In their place, Residence Advisors were directed to form the "Ad-Hoc Magical Girl Trainee Council", taking on most day to day responsibilities. These ranged from planning community events to processing paperwork and filling out some staff positions.
The ETR reccomends for the campus to be a "closed system", with nobody but students and the (otherworldly) professors. Outside custodial staff could not be trusted, as they could be demon-possessed, changelings, or anything of that sort.
Of course, these rules would take time to ease into, and inevitably someone would slip through the cracks...

It was late Monday night, and Gabe was hanging out with Sabrina in his dorm. His room-mate had transferred out a few weeks back, which meant plenty of alone time for the two of them.
"So like, these'll turn you into a girl?" Sabrina held up a pill bottle inquisitively.
"Eventually. That magic cat says it'll be noticeable after a week or so."
"I hope you'll be a cute one," she pecked him on the cheek "maybe one of those neko cat girls."
"You'd like that, wouldn't you-"
They heard a knock on the door. "Open up right meow, unaccounted souls detected"
Sabrina went to open the door, and was instantly hit by a bolt of... something. Magic?
Within seconds, she had dropped from a height of five and a half to almost four feet. Her hair grew to shoulder length, before becoming done up in pig tails and changing color to a vibrant yellow. She was now wearing pink pyjamas with designs of smiling lemons on them.
At the door was a black cat - Professor Penumbra - stearnly looking at the newly christened magical girl. "Zitrona, would you like to tell me what you were doing in this dormitory?"
"I was playing with my friend Gabby!"
"No outside entities are allowed in the Stonewood Maho Shojo Training Facility, for the safety of our trainees. Do you understand?"
"I-I... but this is where I stay! I am a magic girl!"
"Yes you are, honey." The cat turned her head to Gabe. "This was against the rules before we got here, as I'm sure you're aware. Acts of insubordination like this can cause great danger to the program. What if Zitrona had been posessed by an eldritch being? You wouldn't be able to detect it!"
The lemon girl interjected. "But I'm just a little girl. Don't be mean to Gabby!"
"I know honey, but actions have consequences." She raised her paw, and Gabe was engulfed in light. Even with Zitrona's limited comprehension, she knew to be horrified.
As soon as a pastel-green-haired girl appeared on the floor, Zitrona went to comfort her.
The cat spoke again. "Zitrona and Calce, it's way past your bed-times. You have class in the morning, and Miss Erlkin wants you on your best behavior."
The two spoke in unison, "yes, ma'am"
