Jeff brainstorms for a bit, thinking about how he could perhaps power the Chronivac and return the world back to normal. Based on what it mentioned, that means it couldn't make big changes.
But what constitutes a big change? His brain hurts a little trying to think big thoughts, but it was advanced enough to recognize some level of reduction in his mental facilities. He couldn't think far enough, and Jeff wasn't really that smart to begin with. He checked the palm-sized computer and gently typed in "What level of intelligence do the sapient anthropomorphic dinosaurs have?" with his clawed fingers.
The computer screen went loading for a bit of a long time and he was getting a bit angry at the slow computer and released a growl, until he realized he had blocked the sun from the computer. Jeff thought of his error, before moving out of the way. The screen completes its loading and pinged.

Most sapient anthropomorphic dinosaurs have gained some semblance of advanced intelligence, however, they are still primitive. Most gained heightened learning capabilities, but transitioning from being mere animals to fully intelligent lifeforms are impeded by their primitive dinosaur instincts and long-learned habits. Due to gaining a form that resembles humans, including the T-Rexes that now have actual arms, they have begun using both teeth and tools. Within the century, they have evolved to using bronze tools now, but still incorporate the old, instinctive and primitive habits.
Jeff was grasping a bit at the information presented on the screen for a bit. He knew he still had his memories, and that means he was intellectually superior to them all. However, being a teenager, he didn't really have the knowledge on matters an adult would have, and they still specialize.
Tapping on the screen, Jeff could see a diagram of himself in the background. He clicked the screen to focus on it instead. In the diagram, he could see that he is indeed, an anthropomorphic raptor. His body was lithe and thin, built for agility rather than strength. Jeff clicked on stats and saw multiple new settings, ones that wasn't needed for a human but definitely essential for this world. He saw that his IQ was quite average, but he needed a little boost to help him out. Putting it to above average would definitely allow him to think better.
Pressing submit, Jeff felt his raptor-human brain expanding and improving, and he could recall memories much easier. Not only that, he just remembered that he could ask the Chronivac on how to fix all of this.
He typed in "How do I get enough power to fuel the change to return everything back to what it was?"
The computer screen loaded and displayed:
The energy required to return the world back to the way it was is by fueling the Chronivac with the power equivalent to a normal generator, and to install the Chronivac into a computer. To achieve so, transform other objects into a fully functional computer, a generator, fuel for said generator and install the Chronivac. Power to return the world to normal is already in reserve, but this device is incapable of performing the command.
Jeff's eyes widened at how simple the solution was. He could have thought this himself if given the chance. He thought for a bit. If the answer was that simple, then he could delay returning the world back to normal for a bit. And perhaps, this Chronivac is a lesser form of the real Chronivac instead.
Returning to his stats, Jeff wondered what he could do. He saw that his species is a Velociraptor from the family Dromaeosauridae.
