The page you stop on talks about dragons adapted to survive and thrive in frigid conditions. According to the tome, Ice Dragons would normally be found in areas of the world where it was winter all year round, and there were two varieties: Proper "Ice Dragons," and "Snow Dragons."
Starting with the Ice Dragons: the book claimed that the scales, horns, fangs and talons of a proper ice dragon were said to be made of a rare ice-like material that was nearly impenetrable, and allowed them to radiate an intense aura of cold around them. This was so that if they needed to travel to warmer lands in search of food, carnivorous beasts though they were, they could chill the area around them both as a means of surviving in such temperate climates, and as a means of slowing their prey.
Snow dragons, on the other hand, were smaller than their Icy counterparts. Their fangs and talons weren't quite as sharp, and instead of scales their bodies were covered in a thick and fluffy pelt of white fuzzy feathers that insulated their bodies from the cold very well. In fact it was said that the molted feathers of these dragons were hunted for use in creating clothing that could fully repel the cold of even the most frigid conditions. The duller fangs of this variant also implied it was more omnivore than carnivore.
The book said that, despite these differences, Ice and Snow dragons were fairly interchangeable with one another. Both varieties were solitary in nature; preferring to remain alone outside of certain circumstances such as mating season or dealing with humans, though they did not hate them despite the Ice variant being slightly more territorial. They were described as being very intelligent beings; even capable of human speech. On top of that, they possessed a magical ice breath that could freeze even the hottest flame into solid crystal, and possessed immense cryokinetic power: even having the ability to infuse life into icy constructs they create to serve them. It was not uncommon for Ice and Snow dragons to freeze their attackers, then use their powers to turn them into Golems to guard and protect them; with some notable examples of such actions being considered the Dragon's 'Vice;' the thing that they crave above all else... The book also mentioned their ability to take on a humanoid form to interact with (And occasionally mate with) humans and human-like creatures.
The book told everything about them: Anatomy, capabilities, strengths, weaknesses, diet, habitat, mating rituals and egg laying practices... As well as a few more 'morbid' things like harvestable resources and how to use them. The whole thing was a very interesting read, you admitted... But even if these things existed before, the witch said that Dragons are extinct in this world. A shame, really; you really wished you could have met one...
Little did you know, your wish was about to be granted. The book could sense your thoughts, and the rune on the front began to glow brightly; a brilliant and blinding blue. You are shocked and nearly drop the book; though the witch doesn't seem too fazed about it... And then it starts to grow cold as you feel an odd sensation... What was happening?
