"Hello good sir. Unless we are mistaken, your latest attempt to gain a loan for your hope of creating an amusement park and vacation center around mostly 'family friendly nude' humanoid animals of various themes and settings. You were laughed out of the last meeting you had.
"This empty lot is our donation to you along with this small wooden kiosk. But this only the seed. Along with this Kiosk is a trinket that will help along your vision. We have randomly chosen people across infinite realities, and this iteration of you has won this public lottery.
"This also include your business license, your land owners permit, your permit to employ, to run the park and construct its rides, along with a permit to expand infinitely within the space of this universe regardless of all legal and political borders. Also a license to rewrite the identity, sense of self, and physical form of sapient beings. And legal protection from Cosmic Tough Guys and Moral High-Grounders.
"You may expand beyond this lot, this block, this district, this city, this county, this state, this country, this continent, and so forth, to the edges of the universe if you like. If you do expand this far, guests from other universes (who are inherently immune to your trinket) will be encourage to visit your amusement park. So don't worry about your theme park having no one to entertain!
"We suggest you make arrangement for your park to be self-sustaining once you die of old age (unlocking immortality is not impossible but generally to be considered by the majority of our clients to be more trouble than it's worth).
"But how can you do all this I'm sure you're asking? Is this all an elaborate prank? Hardly. You are not on TV.
"This trinket will able to transform anyone it is used on (except yourself) into a loyal and obedient nudist humanoid animal that suits your tastes and preferences, combined with their own views of what personality traits makes an ideal servant/employee/partner/etc.
"Once you have made your first transformation, the fundamental traits will then be permanently locked. So chose wisely.
"Classic flesh and blood? Straight forward, easy too relate to, but also requires food, shelter, facilities, and more respect on your part.
"We also have the option of gynoids, robots, living rubber/latex/plastic dolls, animatronics, plushies, and toons. Most of these don't require to eat or sleep, but it might be harder for you to relate to them personally. There is also a joke option included where you can turn subjects into anthro animal shaped buildings, statues, fountains, reliefs, hedge figures, etc, that retain sapience but are completely defined by their purpose that isn't locked out by choosing one of the other options.
"Whoever you convert, will be loyal and obedient to you, and will consider you, and then your vision for the park, to be their highest calling in life. And the more employees you have, the larger your park will grow. You can grow until entire land masses all have a particular theme for guests if that is your wish.
"And do not worry, people will think of those you've transformed as 'normal' and will not think about or question too deeply their friend, spouse, or relative's new career path or species or gender. Good luck."
"P.S. For the sake of your sanity and emotional stability we suggest you convert a friend, relative, or spouse early on to serve as a confident. Those you chose as confidants will have a higher level of awareness of the changes in existence, but will be just as driven to help you and your vision."
It looked like a silver penlight in the shape of a nude busty vixen woman, with a silver chain that grew or shrank when you placed it around your wrist or neck.
You had nothing to lose if this WAS just all a prank, but you still had to chose what would be the foundation form for the inhabitant for your fantasy park you'd dreamed of creating for half your life in spite of knowing how much the odds were completely against you. Maybe you had been an idiot for dreaming so much of your life away, you'd lost nearly everything trying, but at least now it seemed fate had been kind.
