You have been granted a huge amount of power. You have decided to generously allow a person of your choosing to make one wish per day that will retroactively influence reality. But there's a catch.
The person will believe they can only make one wish every day and the wish must be targeted towards someone other than themselves.
Once the wish is made, during that day, the wish will affect the targeted person, however, from the next day, the wish will affect the person who made the wish instead, and everyone, including the person who made the wish, will believe this to have always been true. As such, malevolent wishes will stack up on the person if they are mean, and benevolent wishes will help the person if they are good.
E.G. Person A "I wish Person B was too short to join the basketball tryouts" Person B will have always been short during the day the wish was made, however, from the next day, Person A would have always been short and person B will have been their pre-wish height.
Optional: Since you are a being of great power, you can alter the rules a bit based on personal feelings. You can also make the wish maker believe that some wishes cannot be made until a later date, to prevent a loop from forming. Eg. keep making wishes about height.
