The gist is this , suddenly out of nowhere, a blue wave of light expanded across the area/world of the main character causing people to merge and swap and gain physical or mental traits or both, sometimes even combine with inanimate object, feel free to add your own charectars and stories.
Prefer if it is human only but if you wanna add more than human subject go ahead.

Currently the source is unknown (feel free to develop this) but the effects are well known. From the recorded case If what citizens are calling ‘a blue wave of light’ hits a human being, it effects them by swapping body parts from other human beings such as swapping heads, genitalia, legs, arms, torso, hands, feet etc. The effect isn’t limited to just a body part it could effect multiple ones. It can also effect them mentally such as swapping the mind of a 11 year old with a 90 year old, or part of their character such as heterosexual women swapping their sexual preference with a straight man.
Sometimes the effects are subtle such as just swapping an allergy with another person. Other times the changes are complete body transfer.
