The WTEA had to hurry.
Public opinion of the untransformed was sour against mutants right now, and even though they were pacified, there was a chance that they wouldn't remain that way. The more time that passed without answers, the louder cries of "conspiracy" would ring.
There were some researchers and celebrity scientists that also believed that the mutants' libido spikes could be an annual natural event, sparking further fears.
Examining the 347,253 tubes of toothpaste used by the libido spike victims, the WTEA narrowed their search to specific factories that produced the specific type of toothpaste used, and furthermore by using the batch production numbers printed onto them.
Four toothpaste manufacturing plants matched, one in Mexico, one in Tennessee, USA, one in Romania, and one in India, though the WTEA went to examine an additional 2 factories in a concealment effort to reduce the paranoia of their target or targets by protecting the true identity of the target factories from public knowledge.
Only two plant mutant workers were found at two of the target factories, neither of which had the credentials nor access to the mixing or bottling rooms of the manufacturing plants.
And no other workers with special abilities had any that could outright cause the contaminations.
And so a look at security footage was needed.
Though nothing seemed apparently out of the ordinary.
All steps were followed by diligent workers.
All workers involved with the mixing of the toothpaste and its bottling were screened at the four manufacturing facilities, to no obvious avail.
Nothing seemed to be going anywhere until it was noticed that the overall weight of the toothpaste product was lighter than usual in specific vats on certain days in the facilities.
And so, when every step was analyzed as the videos were rewatched, it was discovered that certain workers were not adding hydrated silica to the batches - what they were pouring in was not viscous enough.
Quietly, arrests and interrogations were made in India of the workers shown adding the unknown substance.
Though all claimed their innocence and uninvolvement with the contamination and a plant mutant with transformative secretions, quiet hints from two of the workers led authorities to a dumpsite, where they found numerous large, empty barrels of hydrated silica.
Upon testing, dried residue of the same mysterious plant-based substance found in the toothpaste was found in the barrels.
Now it was time to make the arrests.
The WTEA, with great assistance from local and countrywide armed forces, managed to quietly and quickly arrest a suitable amount of involved workers in the Mexican and Romanian manufacturing plants, and had set upon finding those who had fled to unknown locations.
Arresting officers were greeted via shotgun blast at a Tennessee apartment where several involved workers lived, however.
And then began a 9 hour standoff.
