Queen Aquaris, Goddess of Merfolk and ruler of the Seas swam out of a magical portal she had made to quickly transport herself around. With a flick of her powerful emerald, green tail she appeared in the warm water off a popular human beach. She swam to the surface; her long pure white hair was stylized in a braided pony tail that went down to her ass.
She was at least a mile and a half off the shoreline but with her magically enhanced eyes she could make out a beach full of humans unaware that the Goddess of the Ocean they where enjoying was right off shore. She dove under the waves and with a couple flicks of her tail she flew through the water with ease.
She surfaced again, close enough to the humans that if she wanted she could yell and they could have likely heard her but far enough so they couldn’t see anything more then her head. There was no way they could see her tail moving under the water.
There where about a dozen beach houses, offering a wide range of humans to choose from to become the first of her new subjects. All the houses were close enough to the shore that she could lure the humans out with a magical song, or she could take them as they enjoyed the ocean. '
The humans ranged from the elderly enjoying the twilight of their lives, she could transform them and gift them with renewed youth. Some of the houses had young families which could be the good starting point for a new civilization.
A couple houses had multi-generation families which transforming them would make accepting the change easier on the former humans since they weren’t leaving anyone behind.
A couple of the houses seamed filled with humans in their early twenties and even from this distance she could feel the sexual energy off their bodies, that could be useful in rebuilding as well.
Still others had a different mix of people which offered there own benefit for transforming them.
She could also risk a mass transformation but singing a song that load and with so many targets meant a human was more likely to break the magic of her call and refuse her. Still it was an option to her.
