Glitches weren't exactly rare... neither were they uncommon... it was just discovering them that was the trick. Due to the nature of glitches being reality fraying or a glitch that is pushed too far may crash all of reality most governments try to regulate them. If found alert the local government, and then an expert will be sent to determine how severe the glitch may or may not be. If the glitch is relatively harmless they'll put it on a government database and just leave it be, if the glitch is "pushing it" based on whatever standard the experts used it would be regulated or even banned, or if the glitch is too useful then it could also be banned... Like the chinese restaurant down the street that found out they could duplicate rice at their particular location by doing something... It wasn't weakening reality apparently but it did lower their prices enough that there was complaints from other local eateries and... Well the chinese restaurant wasn't there anymore.
Dan was your average guy who used a number of approved Glitches like momentum road where skipping at a particular (now marked) spot would let you keep and maintain a certain momentum as long as you kept skipping allowing for fast movement with just your legs and minimalish effort. and maybe a glitch or two that the government hadn't gotten to yet like humming a particular discordant melody with your eyes closed letting you peek at a naked girl... Dan's parents kept telling him not to use glitches and it being an afront to god since god wouldn't make a mistake in the coding of existence or something...
