It started as an average sort of day. Jessica Smithe was awakened by her radio-alarm clock. She had a hurried breakfast and reported to work reading meters for the city's water utility. She had just been assigned a new route; she was replacing a girl who had mysteriously quit, without notice. The city had not yet converted to the newer electronically-read meters, so Jessie had to gain access to the basements of the homes along her route in order to read the meters. The toward the end of her day, Jessie came to a rather large three story brick house. A slightly balding middle aged gentleman answered the door. As she entered the basement, Jessie couldn't help but notice a large display case, holding dozens of 10 inch dolls, each of which had unique facial features, hair color and complexions. Their costumes were also unique to each doll, with the exception of a half dozen anatomically correct female dolls which were lying on the corner of a near-by table. The table was strewn with dolls clothing, including under-garments, sets of tweezers, magnifying glasses, medicine-droppers, modeler's knives, spools of thread and other small tools and instruments. Studying the dolls more closely, Jessie realized that some where wearing exact scale copies of the uniforms of the local police, fire and ambulance services, as well as postal and utility workers. Jessie froze when she came to a red-haired doll, wearing a water board uniform. She could swear that she had seen the face before... It was the face of the girl she had replaced on this route.
