"I can't just let that poor woman get extorted." Dave thinks to himself. "Not with the power I have."
Determined to help, he slides behind a nearby trashcan and observes the situation more closely. "Examining" (checking out) the girl more closely, Dave notes that the woman is wearing a low cut halter-top, tightly clung to what he judges are D cup sized tits. The moment he's waiting for comes quickly. Fed up with her excuses, the thug reaches into his pocket and brandishes a large pocket knife. She stifles a scream and Dave nearly acts, but is able to hold back when the thug reveals his plan.
"Since you wanna be a dumb whore instead of paying me my cut, I'll just have a little fun with ya instead."
With surprising accuracy, the thug runs the blade against the straps of her top and slices them off. She remains uninjured, but her top isn't so lucky. Without the straps it tumbles off, exposing her tits clung in their strapless bra. The thug smiles mischievously and grasp at her strapless underwear, taking off her bra as well. Now exposed and humiliated, the girl begins to tear up. Anger wells up inside Dave as well when he sees the man begins to grope her fun bags. The man pushes her hard against a nearby wall and begins to unzip his pants. Seeing this, Dave decides to act, and the sight of the broken haltertop on the ground gives him the perfect idea. Pen in hand, he scribbles "The thug threatening the girl will become a new halter top and the girl won't question the change". It's a fitting revenge.
As the thug reaches into his trousers, he begins to feel odd;a numbing sensation overtakes his arms. Curious, he looks at his arm only to discover that have begun shrinking into his body! He tries to panic, but finds his legs are numbed as well. As the last of his long, buff arms are pulled into his torso, he legs begin to shrink too. Originally a good foot taller than the girl, he's soon looking her in the eyes before finally his torso reaches the ground. Without his limbs, his head is the next to go, quickly becoming one with his shoulders. Despite this change, the thug can still think and is fully aware of his transformation. No more extremities remain, so his torso begins the process of changing into a halter top. Organs and bones disappear, skin becomes fabric, and soon all that's left is a pile of clothes with a light pink halter top on top.
Thanks to Dave's other command, the girl had barely reacted to it, instead opting to find her ripped off bra and put it back on. Now semi-decent, she picks up the new pink halter and speaks to it.
"Well honey, you wanted to have a little fun, so let's go!"
Dave doesn't know if she really believes he can hear her, but he doubts she cares. As she puts the new top on, he quickly writes a command that lets him hear the poor saps thoughts, assuming there are any. As soon as the command is written, Dave begins to hear the thug's panicked voice begging for forgiveness. His complaints only increase when the girl finishes tying her top, leaving the fabric-thug to support her large jugs.
Knowing he deserves it, Dave smiles to himself as he gets up to leave. Giving the girl a look over once again however, he realizes he could have some fun with her. He saved her, after all. Why not get a reward?
