Charlie The Cheetah knew he was might have been defying the Plot. Charlie and his pals were meant to be background characters, there to provided function and life to a location, not being the holders of the Plot Device nor to carry the Plot. But Charlie knew that as long as an interesting story came about, the Plot tended to be forgiving.
True, there were TECHNICALLY laws about unwillingly Tooning humans... but 'laws' in the Toon world tended to play fast and loose, and you were only in trouble if you got caught. And with 'irony' and 'careful what you wish for' and 'escapism' being all physical laws in the toon world, as unbreakable as gravity was in the human world, overseen by The Plot, it was hard to define what was premeditated and intentional, and what was Act Of Plot.
The toonification of a little girl running away from her boring parents wanting to be a fairy princess, an arrogant jerk wanting to be the biggest bully in town, a naive guy wanting to try out a magic costume shop that guaranteed to make you a new you: in the human world the equivalent would be like trying to have someone arrested for gravity breaking your leg after jumping off a cliff!
Though Charlie knew that doing this to win a bet was likely to make him into a Villain, and suffer humiliating set-backs while his would-be victims remained blissfully unaware of his antics. It was why natural toonification was always more likely, as it happening due to a misunderstanding, dumb luck, or Act of Plot, than happening on purpose by another toon. If Charlie was doing this NOT to win a bet, but to just spread the blessing of being a toon, it would have likely been a lot easier for him to pull this off.
Still, in for a penny, in for a pound, and Charlie was going to see his ill thought of scheme through! Charlie could feel the almighty eye of the Forth Wall looking at him right now, and as a toon, it was his reason for existence to entertain, and Charlie wouldn't have it any other way. Maybe it was his honor to carry the Plot Device, or maybe he was the Villain to be self-defeated while his would be victims remained ignorant of him. Whatever the case, Charlie The Cheetah cheating was too good a pun to pass up!
Meanwhile, Mr. Kanus, the home room teacher from Chattahoochee High who had come to act as chaperone to the senior students. He wondered how much Ashley Donalds had had to smooze her father to get him to agree to this. He'd made sure the students had read the pamphlets of the 'dos and don'ts' of toon world, but being a buncha teenager, he dreaded for their safety. After all, until they graduated, they were still just kids, they were his responsibility. Their parents trusted him to look after them. And if they ended up tooned, it was likely none would even miss them. After all, a Toon's backstory often came into being after the toon did, often in pieces rather than all at once, and so, retcons to memories was common. This wasn't false memories, it was literally changes to the physical past. Still, as long as you avoided the more wild parts of toon world, and minded your own business, you'd come home. After all, if everyone who came ended up a toon, then no one would come in the first place. Toons however believed in the All Mighty Plot, saying if the narrative took an interest in you, then it was your 'destiny' to end up a toon, no ifs, ands, or buts.
Plus, they were in the toon part of the world, not the anime part. So it was unlikely that most of the students would turn into attractive quirky girls and one remaining male with all the personality of a sack of potatoes (for the audience to better super impose themselves on the protagonist). Or be turned into cat girl maids, or fight off alien invaders in giant robots, or any of the other type of nonsense anime engaged in. Still, there was always plenty of nonsense in the western animation side of toon world.

"That's a sucker's bet," Leo said simply. "I mean, it's just so obvious."
"And that Cheryl Dennis, angel?"
"Maybe. If she'd come to the Anime side of Toon world maybe. They aren't supposed to leave Anville, so it's unlikely she'll get anime'ed."
