It seems that Anna can talk in her mind so she tries to tell her parents that she wants to stay as a duck but Circe turned them both into goats.

After Anna saw this she asked why she did all of this tf to her family. Circe said "It's the ring on your wing, it lets me communicate with you." Then Circe turned
herself into a tiger and went for her parents.
