The food chain program had shown some success, but it had meat increasing resistance in the population. This went hand in hand with a longing for a new, morally uncorrupted society. Hence, the new government had proposed a new system. Rigorous laws on moral standards had been passed. Adultery, gay sex or sex before marriage and other seemingly innocent practices were criminalized. Toegther with many ordinary crimes these moral crimes provided for a special sanction: A jury court could decide to tranform the perpetrator to an animal form for limited time or for lifetime.
In record time criminal conventions rocketed and jury panels of narrow-minded citizens handed out judgements condemining people to lifes as animals by the hundreds. Many of them seemed to enjoy the idea to not just turn people into any animal. There was a tendency to chose animals or life conditions which seemed to reflect the contravention which was to be punished. For example, many gays were convicted to a life as female breeding animals, the idea being that they obviously loved to be fucked by males. The same was true for girls caught in pre-marriage sex. Boys convicted for the same crime were often condemned to become beef cattle or slaughter pigs, the idea being that once castrated to increase their growth they could never again harm innocent girls. That being an animal often meant premature death through farm life conditions or slaughter for many of the convicted hardly bothered the juries. Indeed, many saw it as a special service to society to remove those individuals forever. Especially for ordinary criminals, it became an increasing threat to end as food animals for petty crimes such as theft.
