Among one of the perks of being born in a time where technology has advanced really far is the fact that you can easily talk with your past or future self in special rooms that allow you to talk to people from the past or future. this technology has allowed people to get a better understanding of who they are and what they should try to do in the future. After the first few years within the service the owners found that when some patrons were talking to their younger selves their patrons started to change so along with their normal regulations they added some more regulations.
In all the regulations were: People of power or fame are not allowed to use it, people who win significant money or prizes from games of chance are not allowed to use it, If you want to talk to someone's past or future self you must have them present with you, without express permission you are not allowed to give anyone anything while inside the TCR (usually if your just bringing some snack this rule is more lenient), and you may not talk about any major world events (smaller more local events are fine though)
