The system was always likely to be subject to abuse. While most societies accepted the need to sacrifice a
generation for the good of the next, others saw it as an opportunity for profit and personal entertainment.
Reports began to surface that shipments of serums were going unaccounted for, hand-in-hand with rumours of
missing persons being transformed into pets and livestock for the rich criminals.
Were juvenile halls combating overpopulation by turning their inmates into pigs? Were desperately impoverished
families selling off their daughters to become cows, or horses, or sheep? Were stories of people being abducted
en-mass to be made into pets really true?
In some cases, they really were.
